FDIC Says Problem Banks Still Six Times Higher Than in 2007 | Problem Bank List

The FDIC Quarterly Banking Profile for the fourth quarter of 2013 shows a continued reduction in the number of problem banks.  The total number of banks on the FDIC Problem Bank List decreased for the 11th consecutive quarter to 467 banks as of December 31, 2013 compared to 515 problem banks in the previous quarter.

Despite the favorable trend, the number of problem banks remains extremely elevated compared to the number of troubled banks prior to the financial crisis.  For the five year period 2003 to 2007 the problem bank list averaged only 75 banks per year.  The current number of 467 problem banks is 622% higher than in the easy lending years prior to the financial crash.

Die italienischen Banken haben einen neuen Weg gefunden Geld zu drucken: Die italienische Zentralbank hat ohne ersichtlichen Grund erklärt, dass sie sich selbst neu bewerten muss. Von den Maßnahmen profitieren die Großbanken: Sie sind die Eigentümer der Notenbank. Die Iren machen offenbar dasselbe. Damit wird die EZB umgangen. Dies ist Staatsfinanzierung durch die Notenpresse - also Weimar in Mailand und Dublin.

Die italienische Notenbank hat mit einem unauffälligen Trick den großen italienischen Banken einen neuen Geldsegen beschert.
Die Banca d’Italia hat einfach Euros gedruckt.
Ende Januar hat die Regierung per Dekret die Regierung Beteiligungen an der Bank von Italien gedeckelt. Parallel wurde das Aktienkapital der Notenbank neu bewertet: Es stieg mit einem Schlag auf 7,5 Milliarden Euro von zuvor 156.000 Euro.
Die Intesa Sanpaolo bekommt auf diese Weise 2,3 Milliarden Euro geschenkt, die Unicredit darf sich über eine Milliarde Euro aus dem Nichts freuen, die Carige steckt 73 Millionen Euro ein. Mit dem Gewinn aus dem Nichts könnten die Banken ihre Kapitaldecke stärken.
Da sich einige Banken von Anteilen trennen müssen, machen sie automatisch Kasse. Finden die Banken keinen Käufer, kauft die Zentralbank das Geld.
Hütchenspieler in Italien müsste man sein!
Die italienischen Zentralbank ist – anders als die Deutschen Bundesbank im Eigentum der großen italienischen Banken, Versicherungen und einiger Pensionsfonds. Gemeinsam mit der französischen Notenbank, die 1993 privatisiert wurden und nun im Eigentum der französischen Banken ist, sind die Italiener die treibenden Kräfte hinter der massiven Gelddruckerei von EZB-Chef Mario Draghi. Die Banken Nordeuropas blicken deshalb mit Verärgerung nach Brüssel und Mailand.
Durch die kreative Idee der italienischen Regierung haben die Banken jetzt wieder frisches Geld, um italienische Staatsanleihen zu kaufen.
Die hatte Mario Draghi für risikofrei erklärt.
Auch darüber ärgern sich die Banken: Commerzbank-Chef Martin Blessing hatte im Handelsblatt gefordert, dass die Banken für die Staatsanleihen Eigenkapital vorhalten müssen. Er sprach von einer “unheiligen Allianz von Staaten und Banken”, die beendet werden müsse. Die Bundesregierung sieht das anders und hat sich auf die Seite der Italiener gestellt.
Zugleich stärkt die Aktion die großen Player in Italien, während die kleinen Banken weiter unter Druck sind. Auch die älteste (und mittlerweile gefährlichste) Bank der Welt – die Monte dei Paschi di Siena – kann von der überraschenden Neubewertung nicht profitieren.
Die italienische Regierung will durch die Maßnahme den Branchen-Riesen offenkundig helfen, unbeschadet durch den EZB-Stresstest zu kommen. Nach Angaben des italienischen Notenbankchefs Ignazio Visco wird die Reform jedoch erst 2015 und damit nach Ende des angelaufenen EZB-Bilanzchecks dazu führen, dass die Banken ihre Kernkapitaldecke aufpolstern können. Das Aktienkapital der Banca d’Italia war 1936 festgelegt und seither nicht neu bewertet worden. Per Dekret wurde die Reform Ende November auf den Weg gebracht und im Januar ins Gesetzbuch aufgenommen.
Die EU-Kommission prüft nun, ob mit dem Vorgang “Hilfen für gewisse Banken” verbunden sind. Wie ein Sprecher der Kommission am Freitag zudem mitteilte, wurden Informationen aus Rom angefordert. Die Kommission habe sich aber vorab noch kein Urteil gebildet.
Die Aktion ist nichts anderes als eine neue Form des Gelddruckens. Im Unterschied zu früheren Zeiten druckt die italienische Notenbank jedoch nicht mehr Lira, sondern Euros.
Offenkundig ist diese Umgehung der EZB in der Euro-Zone mittlerweile gang und gäbe.
Daniel Stelter schreibt in seinem Blog:
So hat Irland – weitgehend unkommentiert in den Medien und unbemerkt von der breiteren europäischen Öffentlichkeit – im letzten Jahr die Zentralbank zur direkten Staatsfinanzierung genutzt. Immerhin in einem Umfang von rund 20% des irischen BIP. Die Notenbank war der Käufer von bis zu 40 Jahren laufenden Anleihen die zunächst tilgungsfrei sind. Die Zinsen die der Staat noch zahlen muss, werden umgehend als Gewinn wieder an denselben ausgeschüttet. Wolfgang Münchau durchschaute das Treiben in der FT und brachte es auf den Punkt: das ist lupenreine „monetäre Staatsfinanzierung“ (Übersetzt: Weimar pur). Er fand es übrigens gut. Der EZB Rat hat das Treiben der irischen Zentralbank „zur Kenntnis“ genommen, so Herr Draghi. Um es noch mal zu verdeutlichen: die Iren haben damit völlig autonom mehrere Milliarden an „Geld“ geschaffen indem sie es dem Staat geliehen haben. Euro übrigens.
In anderen Ländern wird das System mit Insolvenzverschleppung gestützt: allerdings unter dem Namen “Emergency Liquidity Assistance”. Griechenland ist in dieser Sportart, wie auch im Fussball, Europameister.
Die neue Qualität der Aktion der Italiener besteht darin, dass die Banken ihr Eigenkapital aus dem Nichts erhöhen können.
Damit entsteht echtes Falschgeld, wie Roland Baader das genannt hätte.

The famous, or infamous depending on your viewpoint, “Doge” meme, featuring the picture of a dog with captions indicating he thinks in broken English, was borrowed by HHS in the above photo and put out over the agency’s Facebook page.

So instead of the “So scare” and “What r your doing?”  that we see on the original Doge, the HHS version says “Much affordable,” “Many coverage” and “So health insurance.”

That promptly elicited groans from those who visited. One mocked the broken English with: “Much desperate. Very pandering. Wow.” Another said: “I’ll need that healthcare because I just got cancer from this.” The lion’s share of those who commented were similarly unflattering.
One can only imagine how horrendous the sign up stats for the all imporant young demographic must be for the administration to have to resort to this.

The self-defense squads that raided Simferopol International Airport during the night have left the airport terminal, but are still patrolling the grounds outside. Airport security says the squads are helping to ensure safety.
Crimeans began protesting after the new self-proclaimed government in Kiev introduced a law abolishing the use of other languages in official circumstances in Ukraine. More than half the Crimean population are Russian and use only this language for their communication. The residents have announced they are going to hold a referendum to determine the fate of the Ukrainian autonomous region.
The head of the Simferopol airport security service, Vladimir Perepelitsa, said that the people now patrolling the territory of the airport are calling themselves “self-defense squads” and their intention is to prevent possible turmoil.
We are constantly in touch with them,” Perepelitsa said, the Crimean information agency reported. “We protect the passengers inside the airport, and they do the same outside. If everything goes as peacefully as it does now, then they will stay here for as long as it takes to provide security.”
Maksim Pastukhov, a correspondent with RT’s documentary channel who is now at the airport, has also reported that it’s being patrolled by self-defense squads, adding that they in no way are hampering the airport from operating flights according to schedule.
It’s all quiet inside the airport,” he said. “There are much fewer armed people outside than there were in the morning."
The people patrolling the territory of the airport did not mind being filmed. Only a few spoke to the journalists though. AP managed to interview one person, who said he was member of the People's Union of Crimea.

The U.S. State Department has endorsed granting Georgia its long-coveted status as an aspiring NATO member, the Membership Action Plan, on the heels of Prime Minister Irakli Gharibashvili'shigh-profile trip to Washington. It's not clear whether this represents a substantive policy shift, but it is the first time in recent memory that the U.S. has explicitly come out in favor of MAP.
In response to a recent letter by 40 members of Congress urging the State Department to "advocate granting MAP to Georgia, the U.S. Assistant Secretary of State of Legislative Affairs Julia Frifield wrote:
We believe Georgia deserves credit at the upcoming NATO Summit for the progress it has made and its demonstrated commitment to NATO operations and standards. We stand ready to support Georgia's own efforts to build a consensus within the Alliance for granting it a Membership Action Plan.
Now, that isn't the strongest statement ever, and Secretary of State John Kerry's remarks with Gharibashvili repeated what has been the standard Washington line that "We stand by the Bucharest decision and all subsequent decisions that Georgia will become a member of NATO," adding that: "The United States will work to make sure that Georgia’s progress is acknowledged by all members of this year’s NATO Summit."
(It was the 2008 Bucharest summit, recall, where NATO declined to give Georgia MAP but instead said that Georgia and Ukraine "will become members of NATO." And we see how that worked out in Ukraine...)
Kerry also announced "additional assistance" to Georgia: “Today I am announcing additional assistance by the United States to help support Georgia’s European and Euro-Atlantic vision, specifically to help Georgia achieve visa-free travel with the EU and to mitigate the hardships caused by borderization along the occupied territories." As Civil.ge noted, "details of the 'additional assistance' were not immediately available."
But State Department officials have recently shied away from talking about MAP, and have only discussed it when asked directly by Georgian reporters. Assistant Secretary of State for European and Eurasian Affairs Philip Gordon said in 2012, ahead of the parliamentary elections, that "the members of NATO have been watching very carefully how this plays out and their judgment as to whether the process with NATO should move forward, whether specifically on a MAP or just more generally will very much be affected on the state of democracy, and it’s one of the features of this alliance that democracy is a key criterion." And Deputy Secretary of State William Burns in 2011: "The issue of MAP, as you well know, is a decision that all the Allies in NATO have to make. We will continue to support Georgia’s aspirations to become a member of NATO, just as we support Georgia’s aspirations to integrate more fully into Euro-Atlantic institutions more generally."
As Frifield's letter suggested, the U.S. is only one member of NATO. And it was in favor of MAP in 2008, NATO works on consensus and other Georgia-skeptical NATO members, primarily in Western Europe, scuttled that plan. There's no indication that those skeptics have changed their mind on MAP for Georgia, so MAP still seems a remote prospect when NATO gets together later this year in Wales. But this nevertheless seems a significant statement from Washington. (The U.S. State Department and the U.S. embassy in Tbliisi did not respond to queries from The Bug Pit.) And it's all the more reason to believe that something substantialwill happen with Georgia and NATO in Wales.

While the FT promptly retracted an article on precisely the topic of gold manipulation from earlier this week (recorded for posterity here), Bloomberg appears to not have had the same "editorial" concerns and pressures, and today released an article once again slamming the final conspiracy theory that while every other asset class is manipulated, gold is in a pristine class of its own, untouched by close-banging, price fixing traders or central bankers, and reports that "the London gold fix, the benchmark used by miners, jewelers and central banks to value the metal, may have been manipulated for a decade by the banks setting it, researchers say."
Of course, over the past 5 years we have reported time and again how official gold manipulation started in earnest some time in the 1960s (who can forget the "reshuffle club") but we will start with a decade.
Here is what BBG finds:
Unusual trading patterns around 3 p.m. in London, when the so-called afternoon fix is set on a private conference call between five of the biggest gold dealers, are a sign of collusive behavior and should be investigated, New York University’s Stern School of Business Professor Rosa Abrantes-Metz and Albert Metz, a managing director at Moody’s Investors Service, wrote in a draft research paper.

“The structure of the benchmark is certainly conducive to collusion and manipulation, and the empirical data are consistent with price artificiality,” they say in the report, which hasn’t yet been submitted for publication. “It is likely that co-operation between participants may be occurring.”

The paper is the first to raise the possibility that the five banks overseeing the century-old rate -- Barclays Plc, Deutsche Bank AG, Bank of Nova Scotia, HSBC Holdings Plc and Societe Generale SA -- may have been actively working together to manipulate the benchmark. It also adds to pressure on the firms to overhaul the way the rate is calculated. Authorities around the world, already investigating the manipulation of benchmarks from interest rates to foreign exchange, are examining the $20 trillion gold market for signs of wrongdoing.
Tell us something we didn't already know. Then again, this time may be different, because one of the authors, Abrantes-Metz, advises the European Union and the International Organization of Securities Commissions on financial benchmarks. According to Bloomberg, her 2008 paper “Libor Manipulation?” helped uncover the rigging of the London interbank offered rate, which has led financial firms including Barclays Plc and UBS AG to be fined about $6 billion in total. She is a paid expert witness to lawyers, providing economic analysis for litigation. Metz heads credit policy research at ratings company Moody’s.
By way of background, the history of gold price fixing is well-known and is one of the longest running traditions in banking:
The rate-setting ritual dates back to 1919. Dealers in the early years met in a wood-paneled room in Rothschild’s office in the City of London and raised little Union Jacks to indicate interest. Now the fix is calculated twice a day on telephone conferences at 10:30 a.m. and 3 p.m. London time. The calls usually last 10 minutes, though they can run more than an hour.
So what exactly did this "erudite" authority on manipulation uncover?
Abrantes-Metz and Metz screened intraday trading in the spot gold market from 2001 to 2013 for sudden, unexplained moves that may indicate illegal behavior. From 2004, they observed frequent spikes in spot gold prices during the afternoon call. The moves weren’t replicated during the morning call and hadn’t happened before 2004, they found.

There’s no obvious explanation as to why the patterns began in 2004, why they were more prevalent in the afternoon fixing, and why price moves tended to be downwards, Abrantes-Metz said in a telephone interview this week.

“This is a first attempt to uncover potentially manipulative behavior and the results are concerning,” she said. “It’s down to regulators to establish why there are such striking patterns but banks have the means, motive and opportunity to manipulate the fixing. The results are consistent with the possibility of collusion.”
And the punchline:
Large price moves during the afternoon call were also overwhelmingly in the same direction: down. On days when the authors identified large price moves during the fix, they were downwards at least two-thirds of the time in six different years between 2004 and 2013. In 2010, large moves during the fix were negative 92 percent of the time, the authors found.
Unpossible - the bank prop traders manipulating gold and the central banks for whom precious metals are the holy water that can destroy their fractional reserve ponzi scheme would never lie. Because otherwise the historic silver slam from May 1, 2011, in which silver cratered by $6, or about 15%, in milliseconds and ended the parabolic rise higher in the metal could be... gasp... criminal.

A reshuffled Ukrainian Parliament installed following a coup last week has voted to appoint Arseniy Yatsenyuk as the new prime minister of the country. Yats, as Victoria Nuland, the Assistant Secretary of State for European and Eurasian Affairs at the U.S. State Department, called him, is a natural choice. He is a millionaire former banker who served as economy minister, foreign minister and parliamentary speaker before Yanukovych took office in 2010. He is a member of Yulie Tymoshenko’s Fatherland Party. Prior to the revolution cooked up by the State Department and executed by ultra-nationalist street thugs, Tymoshenko was incarcerated for embezzlement and other crimes against the people of Ukraine. Now she will be part of the installed government, same as she was after the last orchestrated coup, the Orange Revolution.

Die Auswirkungen von verschiedenen Chemikalien und auch Pestiziden auf die Gesundheit sind noch nicht in vollem Umfang untersucht worden. Zumal viele Unternehmen gar nicht alle gesundheitsrelevanten Inhaltsstoffe und deren Konzentration angeben (hier). Forscher derHarvard School of Public Health und der Icahn School of Medicine am Mount Sinai haben sich nun intensiver mit dem umstrittenen Fluorid und den gesundheitlichen Folgen der Chemikalie auseinandergesetzt. Vor allem in den USA findet man es häufiger in öffentlichen Wasserversorgungssystemen. Aber auch in Deutschland kommt man damit in Kontakt – beispielsweise über Zahnpasta.
„Fluorid beugt Karies auf dreifache Weise vor“, schreibt Colgate. „Fluorid ist ein natürlicherweise in der Erdkruste vorkommendes, weitverbreitetes Mineral. Manche Lebensmittel und Wässer enthalten natürlicher Weise Fluorid.“ Und auch das Bundesinstitut für gesundheitlichen Verbraucherschutz und Veterinärmedizin spricht von der „günstigenFluoridwirkung auf die Zahngesundheit“ bei Tageszufuhren von 30 bis 40 µg/kg Körpergewicht. Berichte über einen Zusammenhang zwischen „Krebs und anderen Krankheiten“ haben sich dem Bundesinstitut zufolge als „unwahr erwiesen“.

US Uses Fake Intelligence as Evidence of Iranian Covert Nuclear Weapons Program | Global Research

Obama administration officials insist “possible military dimensions” of Iran’s nuclear program must be resolved to the satisfaction of the IAEA to complete a nuclear agreement. But the term refers to discredited intelligence from suspect sources.
One of the issues Obama administration officials are insisting must be resolved to the satisfaction of the International Atomic Energy Agency (IAEA) before any nuclear agreement may be concluded involves “possible military dimensions.” That term refers to documents long discredited by German intelligence but which the United States and the IAEA have maintained came from a covert Iranian nuclear weapons program.
A former senior German official has now revealed that the biggest collection of documents cited as evidence of such a covert Iran program actually came from a member of the Iranian terrorist organization Mujihedin-E-Khalq (MEK) and that German intelligence sought to warn the George W. Bush administration that the source of the documents was not trustworthy.
The use of those documents to make a case for action against Iran closely parallels the Bush administration’s use of the testimony of the now-discredited Iraqi exile called “Curveball” to convince the US public to support war against Iraq. The parallel between the two episodes was recognized explicitly by the German intelligence service, the Bundesnachrichtendienst (BND), according to Karsten Voigt, who was the German Foreign Office’s coordinator of North American-German relations.
Voigt provided details of the story behind the appearance of the mysterious Iran nuclear documents in an interview with this writer last March for a book on the false narrative surrounding Iran’s nuclear program that is newly published, Manufactured Crisis. 
Voigt recalled that the purported Iranian documents were acquired by BND in 2004 from a member of the Iranian anti-regime terrorist organization MEK and that the BND was concerned that the Bush administration was about to use intelligence from that dubious source to make a case for war only two years after it had relied on testimony of the notorious “Curveball” to make the case for war in Iraq.

The BND officials were concerned that Bush administration appeared to be making the case that Iran was working on nuclear weapons on the basis of the information that was now in question, according to Voigt.

Voigt told me he learned about the Iranian nuclear documents after remarks to reporters by Secretary of State Colin Powell in mid-November 2004 had caused consternation among senior officials of the BND. Powell had referred to “information” that Iran was “working hard” at combining a missile with a “weapon,” clearly implying that it was a nuclear weapon. Voigt said senior BND officials contacted him immediately after the story of Powell’s remarks had been reported by news media.
The BND officials told Voigt that they were familiar with the “information” to which Powell had referred, which they described as a set of drawings of different ways to redesign the reentry vehicle of the Iranian Shahab-3 missile. They told Voigt that the drawings were part of a large collection of papers that had been turned over to the BND by an Iranian who had been an occasional intelligence source for the agency, though not an actual BND intelligence agent. But the BND officials explained to Voigt that the source was not someone inside the Iranian defense establishment, as Bush administration officials would leak to selected journalists, but a member of the MEK. The officials made it clear to Voight that they did not have confidence in the source. “They believed the source was doubtful,” Voigt recalled.
The BND officials were concerned that Bush administration appeared to be making the case that Iran was working on nuclear weapons on the basis of the information that was now in question, according to Voigt. “They didn’t like the way it was being used by the United States,” he told this writer.
The BND officials were alarmed by Powell’s comment on the information from the documents, because they still had vivid memories of the “Curveball” episode  involving a German intelligence informant two years earlier. “We had such a situation in the Iraq war,” recalled Voigt.
In a series of interviews with BND officers beginning in 2000, “Curveball” had provided a series of vivid accounts of mobile biological weapons laboratories developed by Saddam Hussein’s government. The BND had passed on reports of those accounts to the CIA, apparently without assessment of the source, as the usual practice by intelligence services sharing information with counterparts in other nations’ services.

Now they were afraid of the same drama being replayed, with the Bush administration using information from an Iranian “Curveball” to make a case for a military confrontation with Iran.

As BND officials continued to interrogate Curveball, however, they had begun to find inconsistencies in his account and to doubt the story. By the time CIA Director George Tenet asked the BND directly, in December 2002, whether the White House could use Curveball’s information for public statements, the BND officials had lost confidence in the source and were convinced that the Bush administration was planning to cite the Iraqi defector’s claims to justify war in Iraq, according to the account in investigative journalist Bob Drogin’s book Curveball.
August Hanning, the head of BND then wrote a two-page letter to Tenet that warned, “Please be cautious about using this source,” Hanning recalled, in an interview for a BBC documentary. Nevertheless, only a few weeks later, Colin Powell had gone ahead to cite Curveball’s testimony as the centerpiece of his February 2003 UN Security Council speech making the case for war against Iraq.
The same senior BND officials who had been involved in the Curveball issue – including Hanning himself – were still at the agency in November 2004. Now they were afraid of the same drama being replayed, with the Bush administration using information from an Iranian “Curveball” to make a case for a military confrontation with Iran. And Powell was again playing the role of presenting the case to the public.
Voigt said that the senior BND officials did not tell him explicitly that they wanted him to warn the United States against relying on the documents from their source. Nevertheless, he was convinced that they expected him to do so. “They tell you, ‘this is confidential,’ ” said Voigt, “but you get the story.”
Voigt was no ordinary German civil servant. He had been a Social Democratic Party (SPD) member of parliament for more than two decades and was the party spokesman on foreign policy in the Bundestag before assuming his job as the coordinator for relations with the United States at the Foreign Office in 1998. He was named to the position by Chancellor Gerhard Schroeder of the SPD, who opposed the Bush administration’s war in Iraq and was worried about a potential war against Iran. And he was known to maintain many contacts with American officials, think tanks and news media.
He did not wait long to get the message of warning about the purported Iranian nuclear documents to the United States. On November 22, 2004, a few days after his conversation with the BND officials, the Wall Street Journal reported Voigt as saying that the information mentioned by Powell on Iran’s work on a nuclear weapon had been provided by “an Iranian dissident group” and said the United States and Europe “shouldn’t let their Iran policy be influenced by single-source headlines.”

Senior CIA officials who knew about the documents could hardly have missed the message. And if they had not already learned about the BND’s conclusions about the doubtful MEK source in November 2004 directly from Hanning himself, they could have easily gotten an explanation of the Voigt warning simply by having the CIA station chief in Berlin ask his BND contacts about the issue.
But the new director, Porter Goss, and other senior CIA officials were evidently not interested in sharing the information about the MEK member as the source of the documents or BND’s doubts about his reliability with Powell. Powell told his former chief of staff Lawrence Wilkerson that he had been told nothing about that, Wilkerson said, in response to a query from this writer. Powell had been similarly fed information from “Curveball” in 2003 to be used in his United Nations speech on WMD in Iraq that Tenet knew from BND director Hanning had been discredited by German intelligence.

The MEK had been on the US list of terrorist organizations since 1997, because it had killed six US military advisers and civilians in Iran in the 1970s and carried out terror bombings of Iranian government civilian gatherings in the early 1980s. It had been based in Iraq under Saddam Hussein’s patronage since the early 1980s. In 2004, Powell and his State Department team still regarded the MEK as a disreputable terrorist organization, but the neoconservatives in the administration viewed it as useful as an anti-regime tool.
The MEK was known to have served the interests of Israel’s Mossad by providing a way to “launder” intelligence claims that Israel wanted to get out to the public but didn’t want identified as having come from Israel. In the best-known case, the group’s political front organization, the National Council of Resistance in Iran, had revealed the location of the Iranian uranium enrichment facility at Natanz in an August 2002 press conference, but it had been given the coordinates of the construction site by Israeli intelligence, according to both a senior IAEA official and an Iranian opposition group source, cited by Seymour Hersh and New Yorker writer Connie Bruck, respectively.
The purported Iranian documents conveyed by the MEK to Western intelligence also displayed multiple indications of having been fabricated by an outside actor. The clearest and most significant anomaly was that the drawings of efforts to redesign the Shahab-3 missile to accommodate a nuclear weapons showed a missile that had already been abandoned by Iran’s Defense Ministry by the time the drawings were said to have been made, as was confirmed by former IAEA deputy director general for safeguards, Olli Heinonen, in an interview with this writer.
The Iranian abandonment of the earlier missile design became known to foreign analysts, however, only after Iran flight-tested a completely new missile design in August 2004 – after the “laptop documents” had already been conveyed to the BND by its MEK source. Whoever ordered those drawings was unaware of the switch to the new missile design, which would rule out a genuine Iranian Defense Ministry or military program.
A former IAEA official familiar with those documents recalled in interview with Truthout that senior officials at the IAEA were immediately suspicious of the entire collection of documents given to the agency in 2005. “The documents were never really convincing,” said the former official. The creators of the documents had taken publicly available information about people, organizations and location and had “woven their own narrative” around them, he said. Furthermore, he recalled finding anomalies in the stamps and signature blocs of documents.
The fabricated documents, depicting Iran as redesigning their missile reentry vehicle to accommodate a nuclear weapon, among other things, fit into a Bush administration strategy – coordinated with Israel – that was aimed at justifying a military confrontation with Iran. The working assumption, as was revealed by David Wurmser, special assistant to Bolton and then to Cheney, in October 2007, was that the United States would probably need to use force to bring about that change once Iraq was brought under control. Bolton recalls in his memoirs that his aim was to move the Iran nuclear issue out of the IAEA to the United Nations Security Council, where the Bush administration would call for international action against Iran, and failing that, take unilateral action.

The threat of force was set aside in favor of an economic sanctions strategy after Condoleezza Rice become secretary of state in 2005, but the documents continued to be at the center of the strategy. In 2005, the Bush administration turned the entire collection of documents over to the IAEA and pressed the agency to demand explanations from Iran – but without sharing any of the documents with Iranian officials. Iran denounced the documents as fabrications from the beginning, but in 2008, the IAEA Safeguards Department abandoned any pretense of a neutral role on the issue and began to refer to them as “credible.” US diplomatic cables from early 2008 made public by WikiLeaks reveal that the head of the Safeguards Department, Olli Heinonen, was working closely with US officials to develop a common political strategy to isolate Iran over the purported Iranian documents.
